Since buying can be done from every city and the buying fee is the same from everywhere I would think everyone would move their retainers, but it is not the case.As of 5.4, gear matters for amount of rewards retrieved and chance of high quality, but does not affect the pool of rewards. So it matters for exploration, though you can't gather HQ anymore and instead you sometimes just get bonus rewards, and in quick ventures matters really not at all.
